Costa Rica plans to balance out carbon dioxide (CO2) emissions to become AFP - Costa Rica plans to balance out carbon dioxide (CO2) emissions to become “carbon neutral” by 2021, through a joint government-private enterprise effort, without foresaking economic growth, the environment minister said Thursday.
